Definitions:

Blog - A blog, or "web log" is simply a website updated regularly with journal-like entries often including photos, videos and links to relevant topics. Sometimes people use them to write about news or create promotional material for businesses and websites. In the case of writing about your life, a blog is a more advanced form of keeping a journal or diary.

Personal Journal or Diary - A journal is a written account of ones life experiences and emotions. They can vary in form, but are usually in a type of notebook and kept private.

Privacy:

A blog is public to anyone with internet access. You must understand that whatever you publish could be read by anyone. For someone writing about personal issues, (especially involving other people like family or friends) broadcasting that information might not be the best idea.

A journal can be as private as you please. Hide it somewhere in your room or put a lock on it. The journal can also be shared with friends if you wish. I have friends that have journal sharing parties.

Convenience:

To update your blog you will need internet access and a computer or phone. If you're a spontaneous writing, that could make it tough to keep the blog up to your standards.

You can take a journal with you anywhere. As long as your have a pen or pencil with you and a free moment, you can record your thoughts or emotions at a moments notice.

Uses:

Blogs can be used to write/comment about the news, talk about personal issues, gossip celebrity affairs, provide useful information, promote websites or businesses... anything really.

Journals can be used to write about your life experiences, examine thoughts and emotions, get stuff off your chest... also, anything really.

Choosing between the two: I think the major decision you must decide is whether you want the information to be public or private.

If you're going to write about the most intimate moments of your life, it might be a better idea to keep a personal journal or diary. Whenever you feel inspired or emotional, you can pull out your journal and escape into your own mind. No one will read it unless you want to. It will act more as a self fulfilling therapy and record of your life.

In contrast, if you want to share your thoughts with people, get comments and feedback, a blog may be the right choice. You can build a community of fans to interact and grow with. Realize that you'll need regular access to a computer and the internet, plus anything you write is public and could be read by anyone. You might want to omit certain subjects or thoughts you would normally keep in a journal or diary.
